Title: Lazy ass bees

Just finished my very 1st robbing experience yesterday. Got 12 pints and 1 qt of very dark honey. I have an extra super on that brood and they have built the comb and are working the honey. I have another box brood that isn't as productive. Actually checked it yesterday and it still just has the starter comb I placed inside. It looks like a semi strong hive but nothing! They are all hanging down in the brood. What should I do? Thanks

It's harvesting  the surplus. Not robbing..
The bees hanging on the frames is called festooning. They're building comb.

Sorry doak, my appalachian dialect calls it "robbing". Thanks for the insight.
