Title: Paint inside of telescoping cover ????

I'm building and painting my own covers. Should I also paint the inside or leave it bare?

Only paint exterior surfaces to protect them from the elements. No need to paint the inside.

I paint both sides (all) of my outercovers and my BB's, the rest just the outside..
