Title: Combining Nuc's

I have one nuc that has a new queen that just started laying a few days ago, and another that is queenless.  The queenless nuc is "hot", they balled the caged queen when they released her and she died.   I do not want to lose either one, more especially the good one and I think it would make for a faster build up if i combine these two. Should I?
If I do I would use the newspaper method, which colony should be on top or does it matter? 
Is there a reason why I should not combine these two?

you stated one reason why you might not want to combine. what about taking a frame of those new eggs and putting it in the queenless nuc.  it won't set the other hive back much and doesn't risk your queen.
