Title: Should I requeen?

 I hived a 3# package on the 9th of May. 4 Frames have been drawn out with comb since. Today I notice a queen cell on the upper third of one of the frames. I removed it. The queen is still laying eggs although it is the slowest of my three hives. Should I give it a week and see if they start another queen cell or do i order a new queen?

Sounds like they are trying to super cede her.
You don't want a queen from a queen that the bees don't like. Get a new one.

Oh! forgot, if they are feeding a larvae in a queen cell, and not just building cups.
Yes, re queen with a new queen. If possible from a source other than who you got this one from.
