Title: Uniting, Queen on top or bottom?

Having sold off a lot of my hives I am now consolodating hives for the winter.

I am currently left with one 5 frame nuc with a queen which is not yet laying (only just seen her today)

And 1 11 frame brood which is queen less.

My plan was to put a couple of sheets of news paper on top of the 11 frames (queen less), then transfer the 5 frames from the nuc to a spare brrod body and place above the new paper.

BUT am I better waiting to do this untill the queen is seen to be laying (i.e she might not be mated yet?

How long do I leave it before removing what is left of the news paper, and then moving around frames to give me just 11 an eleven fram single brood.

I would just put them together and smoke them a bit.  The queenless half will be happy to find a queen.  The nuc will be happy to find a workforce.
