Title: should I requeen?

checked my hive last week to find no queen, no queen cells or capped brood. This week still no capped brood or queen cells. Is it to late in the season to requeen?

if you have a mated queen to put in there you will be OK. Your other option is to combine it with another hive. I think they would need a queen to survive the winer into spring.
  Some of our brood nests are small right now but we make sure we have eggs in the hive somewhere. sometimes it takes a while to find them.

At this time of year, you probably won't see any capped brood up north. Look for your queen herself at this time of year, there's no substitute.

It's very possible that you have a queen and she stopped laying because of the time of year and dearth.
