Anyone know someone making certified organic beeswax in Pennsylvania?  I'd like to buy.

There are no certified organic beekeepers I know of in Pa. There are a few that suggest because they have bees on an organic farm, or due to using "organic methods", that somehow they have something close to claiming "organic". But all that is questionable at best.

The best you may find is a non-chemical operation. Like mine...  :-D  But I always have a standing order for wax, by soap and facial product producers, and have none to sell.

The bulk of cosmetic grade wax comes is collected from feral hives in Africa (like what you can get from glorybee). If organic trumps local for you, African wax will be far more 'organic' than anything you will find in the states.
