Title: What in the world is this queen thinkin?

   I installed packaged bees on the 20th of this month. Then I released the queen 3 days later. I just now checked on them and seen that 8 frames are already drawed out with comb and most of the cells are filled with sugar syrup, but no brood. Should I go ahead and requeen?

It can take a caged queen 10 days or more to start laying after she's been released from the cage. I think you should wait a bit before thinking about replacing here. Sounds like they are doing well so far to me.

If most of the cells are filled with syrup,  she doesn't have anywhere to lay.  Stop feeding and give her some space to lay.

I've seen a caged queen take up to two weeks to start laying.
