Are there any restrictions to moving brood between hives? Assuming that the frame of brood is moving to a hive that would have enough nurse bees to cover the added frame of brood; is it possible to successfully move partial frames of brood from one hive to another ? (After removing all of the bees from the original hive, before making the move.) :?

Yes, it is fine to move brood. Just be sure the queen is not on the frame. Most of the time, shaking the bees off is a good idea.
What is in the brood cahmber belongs in the brood chamber, nurse bees and brood. If frames of nurse bees and brood are taken from several hives (1 frame each) they can be placed into the swarm or nuc hive without incident due to the confuse of the multiple frame sources. In a day it is all one big happy family.
When pulling just the frames of brood and shaking the nurse bees be careful not to put in more frames that the swarm/nuc of bees can cover (stand on). If you have exposed brood you get chill brood and in a weak hive that can trigger greater problems.
