my top shallow super all the racks are full can i harvest that honey and replace with new racks

Is the honey capped? Or a high percentage of the honey capped? I would't havest it until it is. It'll be to watery otherwise and could ferment.

But once it's capped, then harvesting it and putting the emptied frames back in is a good idea. It's something I plan on doing this year - harvesting as they produce.
