Thats kind of strange looking for sure. I wonder if something got on that plastic or if it was still outgassing in that particular spot.

I say there was a defect, likely chemical in that spot. Rotate out and remove. Life's too short to mess with this crap.

It might be a defect in the plastic but then again it just might be because it is plastic.  I've found bees do enough weird things on wax foundation and they seem to double that when exposed to plastic.  If it remains undrawn after a few months in the middle of the brood chamber then I'd trash it.
