Aloha, here in Hawaii on my side of the island it is usually hotter and almost desert-like and will have some sort of flower blooming most of the year. I have seen small bee hives in tree trunks and substantial bee activity surrounding my 3 acres.
Question is....can I set up a small empty hive to encourage some feral bees to come and set up house or how can I make it attractive for a swarm to "take up residence"? I have a couple of extra shallow supers and a few frames. Is it worth it to set these up in a shady area, just on the off chance I may get a swarm, or is it not worth it at all? I have an empty foundation on my desk and have had a couple bees come in to check it out.

Do a search on "swarm traps".
Yes, it is feasible. It is done during swarm season. There are swarm lures on the market, or you can use an old comb, lemongrass oil, or if you replace a queen or two, place them in a small bottle of alcohol and put a few drops of it in the trap.
