Yesterday I opened and checked my two hives that made it throuh the winter. Tons of caped brood in both hives. Bees bringing Pollen like crazy. Howerver in one hive the bees only consumed three frames leaving 7 frames of capped honey on both side. The second hive the bees ate 5 frame of honey and left 5 frames three of those have capped honey on one side. What I should I do? Should I harvest some of the honey?
Both hives are one deeb and two suppers. The brood nest is in the first deep and second supper while the top supper is cloged with honey.

Add another super to each hive, adding a drawn frame to the center of it from the super below it. This will be the bait frame, it will get the bees to use the new top super more easily.
Leave the excess capped honey for now. You might have a few days of cold and rainy weather over the next 3-4 weeks which could keep them in the hive. Also, raising brood they way you have described takes a lot of food!
