Title: cloudy syrup

I have had 1:1 syrup on my hives now for 2-3 weeks.  The bees are taking it, but very slowly.  There is no mold in the syrup, but the syrup has turned cloudy.  Is this a problem?  Should it be changed out or is it safe to just add fresh syrup to it?

when  my syrup gets cloudy the next thing that comes is the mold. :-x
