Title: royal jelly?

Hi all I may have a problem with one of my hives I have a failing hive the queen is 2 and not laying many eggs but I came across something I had a frame with pollen ,honey  and there was one hole with white stuff in it like  royal jelly  should I be worried?

According to Michael Bush, queens do their best work in their second year. White stuff in a hole?

I'm just quoting Brother Adam... but I do agree with him.

If they are replacing the queen, I would not be worried, I'd be glad.
