Title: should i combine hives

I have 9 hives total. 3 which are really good, a few which are average and the rest that are just scraping by.  Is it too early to start thinking about combining?  I know its just July and we may (or may not) get a Fall flow, but if they havent built up by now (packages installed in April and May not sure if they ever will.  I have a 5 frame nuc of feral bees that I would like to keep the queen out of, the others will just have to be offed I guess. Any suggestions? Am I too early to be worried?

Get good queens and they take care the rest. - Ferals- mere escaped swarms and real nuisance.
