I am planning to move my bees from MN to KS for the winter. Wondering if there are any laws about transporting the bees across state lines? Once I get them there, wondering if KS has any inspection laws?
A quick call to your local Ag center should get you all the info you need.

I don't know about laws concerning moving bees from state to state, but to the best of my knowledge, Kansas doesn't have any bee inspection laws.
you are moving livestock across state borders so anywhere there is an agricultural inspection station they will be looking for a health permit if you wanted to be perfectly legal.
limited number of hives likely means you can skirt the inspection service with little difficulty. with more number doing so becomes much more difficult... those white boxes are just not so easy to disguise. if stopped with no papers you could face the possibility of having bees stranded by the side of the road for days if not weeks.
going north to south in the old days (oh say 30 years ago) South Dakota could be a bit picky (and always willing to fine) when you stopped at one of their inspection stations.
once at the other end of the lime any contact with that state bee inspection service with no health paper may mean going back in the other direction difficult.
Or you could just abandon them at my door step as you go past ..
Getting the proper papers in Fl. is not a big deal as long as they are disease (AFB primarily) free.
as rast states the primary disease of concern to the vast majority of state bee inspectors is foulbrood. with papers in hand some places (like California I am informed) may also look for other things (in the California case at the current time fire ants are a concern).
