Title: Swarm gathering or Swarm moving in?

Bee removal experts, what do you think of this?
Is it a bee swarm just gathering or bee swarm moving into the attic?

Here's my observation today and determined it was a swarm moving in.
There were bees inside the attic, how many I couldn't see. But looks like
they were all around inside looking for the right place to settle when i looked into the attic.
I see many flying bees like they were orienting.
I see bees entering in nearby holes and where the cluster is.

My suggestion was for me to get the bees on the outside, and if I can find the queen then no cutting to remove
bees inside is needed. But if the cluster outside didn't have a queen there, perhaps she already moved inside, then cutting
would be necessary.

What ya'll think?
