What is the average time it will take bees to turn 1-1 and 2-1 sugar water into honey and cap with an ambeint temp. of 75deg. and sunshine this time of the year?

The syrup dries more slowly as it gets thicker, so the 2:1 is not all that much faster than 1:1. I would guess about a week for a frame of either. And you really don't want to refer to the product as honey. It's stored, capped syrup but it's not honey unless it's made from nectar.
They will never turn it into honey... but the time to cap it depends on the humidity, daytime and nighttime temps, number of bees fanning etc. in other words, no one knows. :) But it will take a lot longer with the 1:1
