The cheapest foundation of all is foundationless.  If you have wax to trade in wax foundation would probably be next.  What kind of foundation are you looking for?

Check the suppliers near you to cut down on the shipping cost.   Where are you located?

The Mann Lake PF-100 frames w/plastic 4.9mm foundation are popular, especially with their free shipping policy.

Hello from st George Utah. we are a all natural raw honey bee company. been selling honey for a couple of years to the local heath food stores.  best to email me at [email protected]   thanks Peter

IF you are an all natural raw honey bee company. Why are you not foundationless.  :? Just my $0.02

I will have to fall on the foundationless side of the argument. However, that said, it is usually good to put one frame of foundation in to give the bees a guideline or else the foundation may get built all over the place. Scratch that if you already have some built out foundation/frames to plop in instead.
