Do the bees have anything to eat besides that wax?   What do the other frames look like?

The first thing to do is close down the entrance as much as possible to allow 1 or 2 bees spaces only. If there is no honey left, you obviously do not have a flow on, then you need to feed them. Use a top feeder. Keep a close eye on it. Feeding in a dearth causes robbing.

I had that same problem with a couple splits. I had to go to a baggie feeder with just two or three very small slits and feed just before dark and just enough feed to last till morning.
