if you have a partially full super can you leave it on through the winter for the bees to eat

Yes, put the honey frames in the center over the brood area so they can move up to it when they run out of food in the bottom frame. If the other frames are drawn, depending on your bug population you may want to replace them with foundation.

Yes, last year my bees all had a shallow super full besides what was in the brood box.  Didn't really have to feed any, I did feed them once in the winter and once in the spring.  In the winter because it was cold and I wasn't sure how much stores were left and in the spring to help on population build up.  Good luck with your bees.
