when my packages came the bees had drawn comb about 4"by4" pieces  of comb can I rubber band this in frames and use it

I would rubber band it in a frame.  It isn't very big, but it would be a learning experience.  You will likely have opportunities to add broken combs at some time.  (and maybe even some combs from a cutout).   So why not rubber band the comb and put it in the hive and learn from the experience.

Sawbee, a rubber band will crush it. New comb is too soft for a band. You can press the top of it to a frame topbar. It will hold until they attach it and add on to it.
