Title: make them stay

the last 3 swarms cut outs stayed a couple weeks then left.
how does one make them stay?

Were they swarms, or were they cutouts? Or both? Did they all get put in the same box and decide to leave? The same comb? My mentor had a box that 3 different colonies absconded from within a week of hiving them. He burned that box and combs. There was something wrong with the equipment.

If it was in different equipment.... Were they weak, and robbed out?

I put a small peice of queen excluder over the entrance and leave it  for a while.Workers can get out but queen is locked in so they stay put when they get some brood they will stay in most cases.
