Title: Need help identifying bee/wasp

I need help to identify this insect which was helping itself to a rhubarb flower.[attachment=0][/attachment][attachment=1][/attachment]

Is it a bee or a wasp?

It is (I think) making its home in the crack between the solid, poured concrete steps and the concrete foundation of a house.  I can not see between these objects, so have no clue how much space is there.  I have seen one of these flying into the tiny hole between the two objects.  I did not stick my face up to the hole.

I live out west if that helps.

I would appreciate any help with identification.

It's a hoverfly.

Thank you so much for the identification.   One of the good guys so we will let them be.   Have lots of wasps which we set out traps for.

Wasps aren't all bad..... :-)
