Title: Bees not using 3rd Medium Box

I'm sure this has been asked a bajillion times. A week ago I added a 3rd Medium brood box.  It has been a week, and they have done nothing with it. I have also seen an increase in Small Hive Beetle population. I am feeding to help stimulate comb production. The new box is empty foundation. I have added swifter sheets to try to get the SHB and I have beetle Blasters in. My concern is with the added unused room the SHB will explode. Should I...

1.  Take it off
2.  Move a frame up?  If so, a frame of brood? 
3.  Spray the foundation with syrup?

If you plan to use three mediums as the permanent brood chamber, I would move 3 or 4 frames up, checker boarding them. Both brood and food frames.

Matt,
The bees have to, as a group, decide to move up to the new super. If you do as Wally said, you will help them make the decision. If they have enough bees to do the job they will start building wax in the upper and lower boxes.
