I have read many of the previous posts concerning laying worker remedies and am not sure I have found a best answer for my situation - which is this:
I did a split of a strong hive in early June to prevent a swarm by pulling 3 frames of brood and placing them in a nuc and relocated it several miles away. This split succeeded in preventing the swarm and the original 4 frame nuc box reared a queen and has since necessitated the addition of a 2nd 4 frame nuc box with empty frames (I didn't have any 8 frame deep boxes to grow into). This 2 box nuc is doing well. I have a friend who has 2 hives side-by-side. On hive lost most bees including the queen early this season and is now in a laying worker situation - his other hive is doing well. I would like to give him the bees from my split. I have read about the shake out method, the one frame of open brood/week for 3 weeks, and the news paper combine method. I like the idea of a newspaper combine, my thoughts are to place a new deep brood box on his weak hive bottom board, add my 8 frames from my split, then top this with screen and place his weak laying worker hive on top of the strong hive, with an entrance (likely a top entrance since his original bottom board will now be in place for the strong hive. Not sure how long to wait before pulling the screen to combine the two hives. I'm also not sure what would happen if we shake out his laying worker hive in front of his strong hive and then place my strong split hive into the original laying worker hive he has. Any suggestions are appreciated!!
I did a newspaper combine without shaking and it worked fine.

I'd rather do the screen than the newspaper. Remember both hives; One has a queen and the other thinks they have a queen. Any new queen will be seen as an invader and it's very possible you'll lose both of them. If you use the screen check to make sure the LW hive isn't still laying. Good luck.
I've posted this before, we waited 5 to 7 days then inspected LW hive, look for fresh double egg cell's, if you don't see any that probably means they are smelling strong queen an quit laying. Just remove screen, they'll calm down in about 30 mins.
