Title: refractometers or hydrometer for moisture content

I have been looking at refractometers and I wondered if water content is not directly related to specific gravity, and if so why not use a baume' scale hydrometer?

It is directly related and if you have one, use it. You are looking for honey with 18% or less water.

What should the reading be for 18% water content?

I found it 18% = 1.417 @ 20deg C
15% = 1.435
