Its the 10th frame, its pollen and the bees are on the other half of the hive. Is it mold? I saw signs of the queen but it looks like their building a supersedure cell on a different frame.

I had to enlarge the photo in order to see the 'cobwebby' mycelium - and yes, that's mould alright - unusual colour - whenever I get a dose, it's normally grey.
Looks like the bees have brought some spores back http://www.almanac.com/pest/white-mold along with the pollen. But there's still plenty of good pollen in that frame - personally, I'd be tempted to move it nearer to the brood nest. If it stays where it is, the mould will only flourish until it completely covers the comb.
