How you take care of laying workes depends on the resources you have and how close the hive is. If it's a close distance and you have other hives, just keep putting some open brood in every week for about three weeks and they will usually raise a queen eventually. If its a long drive, and there aren't many bees in the hive anymore, I'd shake them out and give the frames to your other hives.
Requeening one is extremely difficult and usually fails a few times before you succeed.
