Ok... so, with time's passing, more of them are covering the surface of the face of the hive, should I add a box? or wait until spring flow is done? By then, I'll likely have 4 capped frames of honey I could spare for them to draw wax with.

Number of bees doesn't matter. It's the empty space they have that makes you decide when to add a box. If 80% of frames are full of brood and food, add a box.
