 (cutouts) This is the first time I have seen this term. Is this what some call "making a split"?

No, a cut out is when there is a colony where they don't belong, like a house or tree, and you need to "cut them out" to remove them and put them in your box.

No, a cutout is the removal of a feral hive, usually from buildings or other places a hive may take up residence and become a nuisance.
