There's a guy here in Utah that is getting packages tomorrow and delivering on Saturday. Don't know if he'd mail you some. Try him:

Good luck -

You might check with your local bee clubs, and keep an eye on ebay.
I was able to order a package from a reputable ebay seller.

I was told by my local beekeeping association that many local bee keepers sell bees throughout May and June - they often advertise in the newsletters sent out by the local beekeepers associations - so perhaps contacting your local group or attending a local meeting?  Get hold of the local newsletter and see who is selling?  Good luck!

I just ordered a 3# package from Walter T Kelley in Kentucky this morning.  Expected ship date is May 10.  They have Italians and you can substitute for Russian Queens if you like.

There are a couple sellers on ebay.  I have not purchased packages but I have purchased Minnesota Hygienic queens from an ebay seller, he has quite a large operation and is Licensed by the state to produce and ship queens and packages.

I second the motion!  I always recommend getting local bees when possible. You have a number of very active bee clubs in your area: make some phone calls!
