Shot Brood and Drone Cells

I inspected one of my new hives to find lots of drone cells and pretty skimpy sealed brood.  Not a good pattern.  I'm guessing they are preparing to supercede her??  Didn't see any queen cells yet.  Next move?

If you didn't see queen cells then they might not be prepping to supercede her.  Maybe they haven't gotten around to it yet.  Maybe they already did and the new queen didn't get going full tilt yet.  I'd leave them alone.

Is there drone brood in the worker cells?

Are there eggs and small larvae present?

Did you spot the queen?

it never hurts to put a frame of eggs and young brood in.

The queen is there, located her easily.  I will wait a few days, probably throw in a frame of emerging brood from another hive.  Could be they are not strong enough to rear brood too.  Have them on sugar syrup, but probably could use some pollen stores from another hive maybe?  Thanks for your input.
