Need Advice on Arrangemnent of Supers!!

 :-D Thanks first of all for all the help. I am new to beekeeping with only 10 months under my belt, learning from magazines and reading on the forum. I started w/ 8 hives consisting of 1 deep and 1 super went into winter w/ 10 lost 2 ended back up in the spring w/ 8 done some splits, bought packages, caught some swarms (some mine) now have 39 including about 10-12 nucs. The packages are 1 month old. My question pertains to the 8 i started w/ i"m having a difficult time getting them to build on new foundation in the 2nd super. The 1st one i left for them to winter on and was told not to use for honey use due to mite treatment this past fall(apiguard). I have no mite problems. Is there anything that i can do to get them started on the 2nd super? reversing supers, etc. They have been on for about 1 1/2 months. I had queen excluder's on all and only one of the 8 has a 2nd super full of honey. I did remove remaining excluder's yesterday. Sorry for the long post just looking for some suggestion. Thanks again !!!

Take a few of the frames from the first super and move them up to the second one. keep track of which ones you moved so you can put them back once the bees start working the second super, so you do not contaminate your honey with the medicated ones when you extract.

I'd say the first step you just did by taking off the excluders. You can't make the bees do anything they don't want to. They build comb when they need to. Sorry, you're on their time table.
