swarm cells

Hi, This is my first year beekeeping.A beekeeper lady started a nuc first of feb. with a new queen. The nuc got stong. In the end of march she gave it to me to put in my new hive.At the end of april it had alot of bees.When i looked in I found a queen cell at the top of a frame and three a bottom of the same frame.I called her and she said the hive was going to swarm.She told me to get the frame with queen cell and two others with bees on them,but not the queen,And put them in my other new hive with no bees. Plus I switch the hives around so that the worker that are out would come back to the new hive.And I put a super  and a queen excluder on top of the first hive with the queen . It worked for a while, but sat.I looked and I have the same problem again.(same hive) One queen cell at the top and three at the bottom.And no bees in the super. Should I get the queen cells out or get her out and start a new queen?Thanks,Mike

You probably should have moved the queen and the young bees and left the queen cells behind.This would have given the original hive a break in the brood and the hive would have been in post swarm  mode. Were the queen cells closed on the ends?
