I need some advise I have bees now in my empty hive boxes

i just checked on some hives i got a while ago.that were empty nowl loaded with bees
one of my hive is stacked 3 broad high the 3 broad boxes are plum full but my problem is #1 ididnt think bees would make them selves at home
saved my some $$$ also
my problem is the top broad box i didnt put a hive inner cover so my lady built comb
to the top cover my question is how do i remove the comb
with out messing up the hive i want to add some supers
but this is stopping me..
2nd here in washington state its been very cold atleast for the bees
should i leave it alone or remove the comb and start some nucs or
tie the comb into frames orjust leave alone..thanks classeroadbees

Not sure I followed all of that, but I would cut the comb off of the inner cover and rubber band it in a frame. Be sure to keep it orientated the same way as you cut it out (up side up). Get things straightened out now and it will make life easier for you and the bees in the future. The longer you wait it worse it will get.

Flip it upside down.  Remove the box.  Cut the combs out one at a time and tie them into frames...
