Summer Dearth Feeding?

Our hives are first year from packages, 2 deeps. We are entering Inferno season here. Until September not much if any flow expected. I am noticing that the hives are noticeably lighter. The strongest are still bringing in good amounts of nectar and some pollen, but some others are turning mostly to empty cells, and scavenging wax to build out other areas. Should we be feeding them? They all have a fair amount of capped brood. One of the lightest has lots of new eggs/larvae, and I am wondering why she is laying so much, when I don't see much in the hive to feed them. How do we know if/when they need to be fed so that they survive to build fall stores?

Go ahead and feed them syrup, 1 to 1.

When in doubt, feed them. They won't take it if they don't need it.
