queen went for a walk

Got two new hives, and these girls are already acting weird....

First of all I have the hive top feeders , the one on the inside that have the floats in them for the bees to stand on. Well they are building between the feeder, and the inner cover.... so I but them back down below.

I took some of the stored honey and sugar water from the established hive and put it in the new hives, as I don't want to harvest the sugar water. I am just about done with everything and I look , but who come walking out of the one new hive. a queen with a nice white dot on he back. So I scooped her right back up , and put her right back on the hive, at least I hope that was the hive she came out of.... Do queens usually do this, just go walking outside the hive.?

P.S. I also put the sun-dance bottom collector on the established hive, the board being up , and the entrance being down , is for collecting , right?
