Holes in foundation

What does it mean when bees eat holes in the foundation insted of bilding combs?

Thank you, but does it mean that they are not able to produce enough wax so they need to take it from the foundation? Is this a sign that the nectar flow is low?

I'd say there is no flow and they stole the wax for other uses.
