Need some help

Hello
I was checking my hives today. Hive (A) had one frame of brood an that is all that it had. Hive (B) Had 6 frames of brood. I seen the queen in Hive (B) But did not see it in Hive (A) Their seems not to be as many bees in hive (A). Hive (B) I can make a split from it.  Should I requeen hive (A) an put them in a five frame nuc. Or can I take two frames of brood from Hive(B) an give it to them an add a new queen?

I've read that the queen will gage her laying by the availibility of food,
clean cells and number of nurse bees able to give the necessary care
to the eggs/larva.
Since you seem to have decreased overall population in Hive A, the
smaller number of brood could be normal.
I would share a frame or two of brood (with nurse bees on the frames)
from Hive B.

When bees are really emerging in big hive, shake bees away and give emerging brood to tiny.

Did you looked does that one frame of brood is drone cells?

New queen?  - It depends how big your hive is now, how much it has room, how cold it the hive, is the brood area spory or even.
