Queen bee July

I live in Greenville NC (eastern part of the state. So this is what I got a 4 week old nuc that started with a queen cell in mid June. I just did the first inspection. I've got cells cleaned out but no signs of a queen. I put in a frame of eggs from another hive, some just laid. 3 days and no start on any queen cells. Ok no problem right I just have a late mated queen, well she's off calendar by over a week. So my buddy is sending me a mated queen do I introduce her to this nuc or just go ahead and makeup another queen less hive and put her there safely? And keep my fingers crossed that the hatched queen is just late? Tnx for any advice!!!

Your timing is fairly short on this one if mid-June was the 15th, she could take up to the 22nd or so to start laying.  Setup another nuc and give your new queen a chance.  If in a couple more weeks you still don't see anything you can combine them.
