In taking the advice given I added another deep hive body on some of my hives.  The question is did i mess up by puting some of the frames of brood in the upper one and some on the lower one to mix it up a little.  Or should I've put all the brood in the upper and the empty frames on the bottom body.  If i messed up what should i do to fix.

Did you put the ones in the upper box directly over the ones in the lower box?  If so, that's fine.  If they are spread out willy nilly all over the place, then you should fix them.

I split it up with some empty frames and some brood frames on top and then did the same with the bottom.

In a weak hive, try to end up with all the brood together.  In a strong hive a little space in the brood is a good thing this time of year.

They were strong hives that I done see the second hive from the left.

It seems to me that your bees could benefit from some ventilation. Open the top by putting a shim keep the cover open a bit....

My only question to this is do you need an inner cover when the bees are outside like this....

Then it doesn't really matter too much and having some brood in both boxes will probably result in brood nest expansion which is probably a good thing.

I would look at getting some more ventilation and make sure you have EMPTY supers on.

Yes.  Try taking off a telescope top that didn't have an inner top and the bees glued to hive and welded with burr comb.  It only takes once.
