May have used the wrong terminology. Cutout meaning a captured hive with comb and queen and bees placed in a frameless box. Waxed frames in a box above. Definite rookie here.

I hope I misunderstood your query.  Cutout combs in a box without frames?  This is asking for, no, it's praying for a disaster.  In doing a cutout it is best to use frames w/o foundation and then tie or rubberband the brood comb from the hive into the frames.  The cutout comb rigged in such a matter are removeable and if you fail to capture the queen the bees can still raise a new one and the hive can be managed pretty much like any other.  You can later work the cutout comb up and out of the hive as they will be fragile by comparission.
