Are these young bees?

I've added supers on top of my hives and there are a handfull of bees on every frame but they're not really doing anything and I figured they were young bees that were cleaning but I'm not sure?Anyone else see this?

Newly emerged bees will act that way.  You can also identify new bees by a slightly paler color, more fuzz or hair, and what their job is.
