Inspected all three hives today there are about two frames of capped brood in each. They were installed 14 days ago. Lots of capped honey at the tops of frames and lots of pollen. There is a supercedure cell in the one with the best queen she is laying like a madman. One of her frames is about 80 percent capped brood almost no spaces. I let it be it wasn't capped yet. What do you all think?

I never disturb queen cells, especially supercedure cells.  Some hives build them just as and insurance policy.  Others build them, tear them out, build new ones, etc.  Some won't build one unless they need it.  You hive sounds as if is performing normally.
