Questions about article in April '08 Bee Culture

Hello, Mel Disselkoen has an article on pg. 25-29 of the April 2008 Bee Culture about NUCs. In figure 1 on pg. 26, step 3 he says to 'chimney 24 hours", does this just mean stack all 4 in one stack?  All you experts, does the info in this article seem well founded?  It makes alot of sense to me as I am trying to increase alot.  I just worry about the July splits making it, even though I have good nectar sources all summer and into September. Your thoughts? Thank you for your time.
