Does anyone have a good way to melt old wax frames, or plans to build one?

do a search and you'll find all kinds of stuff on it.  i melt mine in a double boiler through cheese cloth.  depending on how clean i want it, it can take a couple of times through.  there are plans on here for solar melters.

if you do it on the stove make sure you don't turn the heat up to much.  if you boil it over, not only is it a fire hazard, but it's quite a mess!

Why pay for it if you can get it for free?  This is a great site for DIY"ers:
