Dead Queen

I received my first package today. I install it and when I got the bees off the queen cage she was dead. There were no nurse bees and the can of syurp did not have but two holes, is this normal? Do you think Rossman will replace the queen? Its to late to call now. Thanks for the help.

Yes, I think Fred will replace her. Call first thing in the morning and ask for him.
