Nuc Slow To Develope

Hi All,

Got a nice nuc about a month ago.  Nice bees.  The nuc was well populated with uncapped and capped brood, pollen and honey.  Put a nuc castle on top to give them room to grow.  Well they have all but ignored the castle.  Hardly any comb building (crimp wired foundation).  Hive continues to look good.  Any thoughts on getting them to expand?  Thoughts on putting the castle on the bottom?  Is this a non-issue?

Ed, our flow has all but stopped for now so you'll most likely need to feed. Things should pick back up a little next month with spanish needle. We don't have much in the way of brazillian pepper, but after that our goldenrod flow is strong and long.
